What you need to know about a PIIA request

The cost of a PIIA application is $110. For a PIIA request concerning the opening of a new road, an additional fee of $58 per lot applies.

Once the application has been reviewed with the departments concerned and the documents have been amended to take into account the comments of the various departments, a schedule will be established for the submission of your application to the Planning and Sustainable Development Advisory Committee (PSDAC) and to the Municipal Council.

List of documents to be provided

*Additional documents may be required, depending on the nature of the request, in order to ensure that it is properly understood.

  • PIIA - Main or accessory building:
    • Title deeds (if the applicant acquired the property within less than one year);
    • Power of attorney signed by the owner (in the case of an application made by a mandatary);
    • Site plan of immediate vicinity;
    • Proposed site plan;
    • Landscaping plan;
    • A minimum of five recent photos of the property, including at least one taken from the road and three showing the property in perspective with the surrounding neighbourhood;
    • Elevations showing building architecture;
    • Elevations showing the architecture of the proposed façade and its integration with natural elements and surrounding buildings;
    • Perspectives showing the integration of the building into its environment;
    • Architectural elements to be used, including windows, doors, staircases, eaves, etc.;
    • Samples representing the colors and materials to be used for the building's cladding;
    • Lighting details.
  • PIIA - Renovation, repair or conversion of a main building or landscaping :

    Title deeds (if the applicant has acquired the property within a period of less than one year);

    • Power of attorney signed by the owner (in the case of an application made by a mandatary);

    • Site plan in the immediate vicinity;

    • Landscaping plan;

    • A minimum of five recent photos of the property, including at least one taken from the road and three that show the property in perspective with its surroundings;

    • Basic historical research, including old photographs and observation of the building's original construction details, as well as observation of neighboring buildings of similar period and style, in order to judge the interest of the modifications the building has undergone over the years and the importance of preserving and enhancing them;

    • Elevations and schematic sections of the building in question, where applicable, showing the proposed architecture of each face, dimensions and exterior cladding materials and color.

  • PIIA - Sign:
    • Title deeds (if the applicant has acquired the property within a period of less than one year);
    • Power of attorney signed by the owner (in the case of an application made by a mandatary);
    • Site plan showing proposed sign location;
    • Plans detailing the proposed sign: shape, style, materials, dimensions, type of lettering, colors and type of lighting;
    • Building elevations showing proposed sign location;
    • Landscaping composition in conjunction with freestanding sign if applicable;
    • Minimum of three photos to show existing signage on lot and building, as well as on immediate neighboring lots and buildings.
  • PIIA - Opening of a new road:
    • Title deeds (if the applicant has acquired the property within a period of less than one year);
    • Power of attorney signed by the owner (in the case of an application made by a mandatary);
    • Subdivision plan of the property to be subdivided and of adjacent roads or lots, showing the planned development, phasing and natural constraints;
    • Layout of existing and proposed buildings, their uses, the number of dwellings per building and land use;
    • Study of the flow rates of the proposed project and the units required in the plants, where applicable;
    • Equinox sunshine study;
    • Environmental characterization study by a biologist, including an inventory of plant and animal species, their vulnerability and sensitivity;
    • Traffic study demonstrating the impact of the new project on existing infrastructures and the required redevelopment;
    • Expert study on drinking water supply;
    • Preliminary report on septic systems and water withdrawal systems prepared by a consultant for each of the proposed lots, where applicable;
    • Geotechnical study for a mass movement zone (if applicable);
    • Soil study to establish the pavement structure to be shaped;
    • Road feasibility study;
    • Drainage study;
    • Plans and elevations of proposed buildings and description of materials;
    • Explanatory text on the integration of the project into its environment;
    • List of three potential names and their justification for each proposed new road;
    • Details of existing or required easements.
  • PIIA - Relocation of a building:
    • Title deeds (if the applicant has acquired the property within a period of less than one year);
    • Power of attorney signed by the owner (in the case of an application made by a mandatary);
    • Expert opinion summarizing a structural and historical analysis demonstrating the state of disrepair and outlining the building's heritage status;
    • A minimum of five photos showing all buildings on the site of the building to be relocated;
    • A plan of the lot on which the building to be relocated will be located, showing the location of any trees fifteen centimeters in diameter or larger or any existing woodlots, as well as the roadways adjacent to the lot;
    • Plan showing the location of any existing or proposed easements on the property.
  • PIIA - Terrace and café-terrace:
    • Title deeds (if the applicant has acquired the property within a period of less than one year);
    • Power of attorney signed by the owner (in the case of an application made by a mandatary);
    • A plan showing the following:
      • Surface area, dimensions, location and number of tables and seats planned;
      • Materials used, safety features (railings, stairs) and type of lighting;
      • Planned location of the terrace on the site and access to the building;
      • Landscaping and decorative elements (trees, flower boxes, planters);
      • Property boundaries, existing sidewalks and fences.
    • Photographs to show existing landscaping on the plot where the terrace is to be installed.
