What you need to know before obtaining a certificate of authorization

The application must be submitted to the Demolition Applications Committee and follow the procedure set out in the Demolition Applications By-law before a certificate of authorization can be issued.

If the building was built before 1940, the certificate of authorization cannot be issued without authorization from the Ministère de la Culture et des Communications.

List of documents to be supplied

  • A plan showing the location of the building to be demolished;
  • Photographs illustrating the elements to be demolished;
  • Preliminary reuse program for cleared land;
    • Site plan to scale showing location of main building, accessory buildings, trees, septic system, well, lot access and parking area.
    • Floor plans to scale, showing room usage.
    • Elevations to scale, including materials and colors.
    • Building condition survey.
    • Heritage appraisal written by a qualified professional indicating the building's heritage value, its history, its contribution to local history, its degree of authenticity and integrity, its representativeness of a particular architectural movement, its contribution within an ensemble of interest.
    • Proof that the owner has sent the demolition request by registered mail to all tenants (if applicable) / a copy signed by all tenants of the dwellings to be demolished.
    • A copy of the tenants' relocation conditions, if applicable.
  • Proof of septic tank emptying (if applicable).
  • A copy of a civil liability insurance certificate with a minimum value of $1,000,000, issued by a financial institution, when the value on the assessment roll of the building or structure to be demolished is greater than $50,000.
