What you need to know 

A PPCMOI application is subject to the procedure set out in the Act respecting land use planning and development, depending on the nature of the application.

The applicable fees must be paid when each stage of the amendment procedure is completed:

  1. Receipt and analysis of application and recommendation: $540.00
  2. Preparation of documents for by-law amendment: $165.00
  3. Preparation of public notices (French and English): $110.00
  4. Posting and publication of notice of public consultation: $435.00
  5. Posting and publication of a notice announcing the application period for a register: $435.00
  6. Registration period and notice of registry: $435.00
  7. Validation of number of qualified voters: $110.00
  8. Referendum: $5,410.00
  9. Notice of promulgation: $325.00

An invoice will be sent by e-mail when payment is required.

List of documents to be provided

*Additional documents may be required, depending on the nature of the request, in order to ensure a proper understanding of it.

  • Title deeds (if the applicant has acquired the property within the last year)
  • Power of attorney signed by the owner (in the case of an application made by an agent)
  • Project location
  • Detailed description of project, including current and proposed uses
  • Project schedule
  • List of proposed non-conforming elements
  • Site plan, to scale, showing the location of existing or proposed constructions, including existing trees (species and dimensions), existing and proposed contours, existing or proposed vehicular access, traffic lanes, parking areas and loading/unloading areas, and the location of existing neighbouring constructions.
  • Document indicating :
    • Total floor area of existing or proposed buildings;
    • Dimensions of existing or planned buildings;
    • The height of existing and proposed buildings on the site;
    • Occupancy ratios for planned constructions (e.g. land use index, floor/land ratio, housing units per hectare).
  • Plans, specifications, sketches, elevations, sections or other documents required to describe and illustrate :
    • Architectural appearance of the project;
    • Proposals for integration or demolition of existing structures, conservation and enhancement of original architectural elements;
    • Proposals for the conservation and enhancement of existing or original architectural elements;
    • Landscaping proposals;
    • Identification of parking areas, including access;
    • Identification of loading and unloading areas, including access;
    • Identification of areas and facilities for waste containers.
  • Project phases, if applicable
  • Recent photographs of the building in the case of renovation, repair or transformation
  • Overall project cost estimate
